The PC is telling you that you need administrator acces to copy that file. FALSE.!

How to copy steam_api.dll :

1. Disable your antivirus.

2. DONE (you can copy it now)

Example: i have Microsot Esentials so i have to :

1. Right click on antivirus icon and open the program.

2. Go to settings> Real time protection> Uncheck REAL TIME PROTECTION > Save

And now i can copy the file.

Why antivirus is doing that :

Because that file is modiffied from normal,and he see the file like a virus.
